क्या हम एक साथ 2 डिग्री ले सकते हैं?यूजीसी विशेषज्ञ समिति की रिपोर्ट पर एक ही सत्र में 2 डिग्री के लिए मान्य(Can we take 2 degree simultaneously? Valid for 2 degree in same session on UGC expert committee report)

भारतीय उच्च शिक्षा प्रणाली को प्रगतिशील दिशा में ले जाने के लिए विश्वविद्यालय अनुदान आयोग यानी कि यूजीसी( university Grants Commission)ने देश में एक नई शिक्षा प्रणाली को मंजूरी दी है। इसमें देश के करोड़ों छात्रों के संबंध में यह फैसला लिया गया है कि अब छात्र जल्दी ही एक साथ 2 डिग्री का कोर्स कर सकेंगे। इसका मतलब है कि हमारे देश के छात्र एक सत्र में एक साथ 2 डिग्री  ले  सकते हैं। इसमें यूजीसी के वर्तमान अध्यक्ष एम जगदीश कुमार ने 12 अप्रैल 2022 को यह घोषणा  कि इस नये education सत्र से graduation और  post graduation  के छात्र dual degree एक साथ ले सकेगें। 

To take the Indian higher education system in a progressive direction, the University Grants Commission (UGC) has approved a new education system in the country.  In this, it has been decided in relation to crores of students of the country that now students will soon be able to do two degree courses simultaneously.  This means that the students of our country can take 2 degrees simultaneously in one session.  In this, the current chairman of UGC M Jagadish Kumar announced on 12 April 2022 that from this new education session, students of graduation and post graduation will be able to take dual degree together.

  

      कोई छात्र ग्रेजुएशन में B.A. एवं B.sc I.T. की डिग्री लेना चाहता है तो यह दोनों ही डिग्रियां अब एक साथ ले सकेगा। इसी प्रकार से कोई डिप्लोमा करना चाहता है ग्रेजुएशन करना चाहता है तो भी वह कर सकेगा।

 2 डिग्री कोर्सेज सभी पाठ्यक्रमों और पाठकों के संयोजन पर लागू होगा बशर्ते कि संबंधित विश्वविद्यालय के वैधानिक निकाय इसकी अनुमति दें। विश्वविद्यालय खुद तय किए गए नियमों के अनुसार ही एडमिशन और कोर्सेज और एग्जाम की समय सारणी को तय करना होगा। विद्यालय की अपनी प्राथमिकता होगी कि वह किस प्रकार से डुएल डिग्री कोर्स को संचालित करती है। ताकि छात्रों को किसी भी तरह की परेशानी उत्पन्न ना हो सके।

       2 डिग्री कोर्सेज का यह प्रस्ताव राष्ट्रीय शिक्षा नीति 2020 के कार्यान्वयन का एक बड़ा हिस्सा है। जो सभी के लिए शिक्षा के बहू विषय के साथ भविष्य में शिक्षा व्यवस्था को ऊंचा मुकाम देने की ओर अग्रसर दिखाई देता है। जिस तरह एक विश्व आधुनिकता और टेक्नोलॉजी की ओर तेजी से बढ़ रहा है उसको देखते हुए यूजीसी का यह कदम सराहनीय होने के साथ-साथ छात्रों के विकास की ओर अग्रसर करने वाला साबित हो सकता है।

        इन कदमों से NEP और केंद्रीय बजट में प्रस्तावित राष्ट्रीय डिजिटल विश्वविद्यालय की योजनाओं के साथ विलय करने में मदद मिलेगी UGC, NEP विजन के कार्यान्वयन की दिशा में कदम उठा रहा है।

Any student in graduation B.A.  and B.sc I.T.  degree, he can now take both the degrees simultaneously.  Similarly, if someone wants to do diploma, wants to do graduation, he will be able to do that too.

 2 Degree Courses will be applicable to all courses and combinations of readers subject to the permission of the statutory body of the concerned University.  The admission and courses and exam time table will have to be decided according to the rules decided by the university itself.  The school will have its own preference as to how it conducts the dual degree course.  So that the students do not face any kind of trouble.

 This proposal of 2 degree courses is a major part of the implementation of the National Education Policy 2020.  Which seems to be moving towards giving higher status to the education system in the future with the multi-subject of education for all.  Looking at the way a world is rapidly moving towards modernity and technology, this step of UGC can prove to be commendable as well as leading towards the development of students.

These steps will help to merge with the schemes of National Digital University proposed in NEP and Union Budget. UGC is taking steps towards implementation of NEP vision.

पृष्ठभूमि(background ): राष्ट्रीय शिक्षा नीति NEP 2020 में कहा कि छात्रों को उनके रूचि के अनुसार और अधिक शिक्षा का विस्तार करके छात्रों को उन्मुख शिक्षार्थी केंद्रित चर्च आधारित लचीली और निश्चित रूप से मनोरंजन बनाने के लिए विकसित किया जाएगा। मटिया शिक्षा नीति वर्तमान में प्रचलित कठोर सीमाओं को हटाकर और जीवन भर सीखने के लिए नई संभावनाएं पैदा करने  के अपने प्रयास की ओर अग्रसर है।

      भारत में उच्च शिक्षा की मांग में तेजी से विकास नजर आ रहा है अभी हाल ही में भारत से कई विद्यार्थी जो कि यूक्रेन में डॉक्टर और इंजीनियर की शिक्षा के लिए गए थे फस गए थे। क्योंकि उच्च शिक्षा की मांग में तेजी से वृद्धि और नियमित पाठ्यक्रमों में सीटों का सीमित होना तथा कई अच्छी यूनिवर्सिटी छात्रों के आकांक्षाओं को पूरा करने के लिए डिस्टेंस लर्निंग कोर्स इसकी शुरुआत करके एक नई पहल की है जो कि काफी सराहनीय है।

       अभी हाल ही में विश्व एक महामारी से लड़ा जिसके कारण लोगों का पूरा जीवन ऑनलाइन प्लेटफॉर्म के आसपास ही सीमित हो गया। और हमारे देश में जिस प्रकार एजुकेशन को ऑनलाइन क्लासेज के रूप में बढ़ावा दिया गया है जिससे लोग अपने अपने कार्य और शिक्षा में सक्षम रूप से  इस टेक्नोलॉजी का प्रयोग करने  में अति उत्साहित नजर आए।

        इसने ऑनलाइन शिक्षा कार्यक्रमों के उद्भव को भी जन्म दिया जिसे एक छात्र अपने घर से बड़े आराम से कर सकता है।

       इस प्रकार के दो डिग्री प्रोग्राम से छात्रों को विचारशील ,संपूर्ण और रचनात्मक व्यक्ति बनाने के लिए विज्ञान सामाजिक, विज्ञान ,कला ,मानविकी भाषाओं के साथ-साथ पेशेवर तकनीकी और व्यवसायिक विषयों सहित कई विषयों ज्ञान प्राप्त हो सकेगा। अधिक सार्थक और संतोषजनक जीवन और कार्य भूमिकाओं के लिए छात्रों को तैयार करना और आर्थिक रूप से सक्षम बनाने में भी इसकी एक महत्वपूर्ण भूमिका आने वाले भविष्य में दिखाई देने लगेगी ।

      यूजीसी के इस प्रकार के प्रयोग से शिक्षा का परिचय तो पड़ेगा ही और साथ ही साथ विद्यार्थी के सोचने और विचार करने की क्षमताओं का भी बहुत ही तीव्र गति से विकास होगा।

Background: The National Education Policy NEP 2020 stated that it will be developed to make students oriented learner centric church based flexible and of course entertainment by extending more education to the students as per their interests.  The Matia Education Policy is marching ahead in its endeavor to remove the rigid boundaries currently prevailing and create new possibilities for life long learning.

 There is a rapid growth in the demand for higher education in India. Recently, many students from India who went to Ukraine for doctor and engineer education got stuck.  Because of the rapid increase in the demand for higher education and the limited number of seats in regular courses and to meet the aspirations of many good university students, Distance Learning Courses have taken a new initiative by starting it, which is quite commendable.

 Very recently the world fought with a pandemic due to which the whole life of the people got confined around the online platform.  And the way education has been promoted in our country in the form of online classes, so that people are very excited to use this technology efficiently in their work and education.

 This has also given rise to the emergence of online education programs that a student can do from the comfort of their home.

This type of dual degree program will enable students to gain knowledge from a wide range of disciplines, including social sciences, arts, humanities, languages, as well as professional, technical and business disciplines, to make them thoughtful, holistic and creative individuals.  It will also play an important role in preparing students for more meaningful and satisfying life and work roles and making them financially capable in the coming future.

 With this type of use of UGC, education will not only be introduced, but at the same time the student's ability to think and think will also develop at a very rapid pace.

यूजीसी के दिशा निर्देश 2 डिग्री कोर्सेज के लिए: यूजीसी नेट दो डिग्री कोर्सेज में एडमिशन लेने के लिए अपनी गाइडलाइंस जारी की है जिसके अनुसार छात्रों को:

(1) 1 डिग्री के लिए रेगुलर तौर पर कॉलेज में जाना होगा और दूसरी डिग्री यानी कि ऑनलाइन अर्थात डिस्टेंस लर्निंग के द्वारा प्राप्त कर सकेंगे।

(2) ऐसी डिग्री कोर्सेस के लिए संबंधित विश्वविद्यालय में एक कार्यक्रम के लिए कक्षा का समय दूसरे कार्यक्रमों की कक्षा के साथ ओवरलैप ना हो अर्थात दोनों के एग्जाम और क्लासेस की समय सारणी आपस में ना मिले ।

(3) ऑनलाइन क्लास डिग्री या डिप्लोमा कार्यक्रमों को केवल ऐसे उच्च शिक्षा संस्थानों में ही लागू किया जाएगा जो इस तरह के कार्यक्रम चलाने के यूजीसी साविधिक परिषद भारत सरकार द्वारा मान्यता प्राप्त है ।

नोट: उपर्युक्त दिशा निर्देश केवल पीएचडी कार्यक्रमों के अलावा अन्य शैक्षणिक कार्यक्रमों में पढ़ने वाले छात्रों पर लागू होंगे।

UGC Guidelines for 2nd Degree Courses: UGC NET has released its guidelines for taking admission in 2nd degree courses, according to which students should:

 (1) For 1st degree one has to go to college regularly and will be able to get second degree i.e. online i.e. through distance learning.

 (2) For such degree courses, the class timings for one program in the concerned university should not overlap with the classes of other programmes, that is, the time table of exams and classes of both should not coincide.

 (3) Online class degree or diploma programs shall be implemented only in such higher education institutions which are recognized by the UGC statutory council, Government of India, for running such programmes.

 Note: The above guidelines will be applicable only to the students pursuing academic programs other than PhD programs.

विदेशी शिक्षण संस्थानों के साथ यूजीसी का सहयोग: यूजीसी ने भारत और विदेशों के छात्रों को तीन अलग-अलग प्रकार की डिग्री कार्यक्रमों दोहरी संयुक्त और जुड़वा डिग्री की पेशकश करने के लिए भारतीय और विदेशी शिक्षण संस्थानों को सहयोग की अनुमति प्रदान की है।

नए नियमों के अनुसार छात्र तीन प्रकार के डिग्री कार्यक्रमों में प्रवेश पा सकते हैं

(1) दोहरी( दोनों कॉलेज एक ही विषय में डिग्री प्रदान करते हैं)

(2) टि्वनिंग( जहां पर पाठ्यक्रम का एक हिस्सा विदेशों में पूरा किया जाता है जिसकी ऊपरी सीमा लगभग 30 से 35% तक होती है )

यह नीति हाई स्कूल छात्रों को जो अक्सर इस बारे में अनिश्चित होते हैं कि उच्च शिक्षा में विज्ञान या मैथमेटिक्स या साहित्य किस स्ट्रीम से शिक्षा प्राप्त करनी है। वास्तव में भारतीय समाज और संस्कृति में विज्ञान और मैथमेटिक्स पर कुछ हद तक एकमात्र ध्यान है जो कि शिक्षा को उपयोगिता और रोजगार के संभावित होने वाले लाभों के विषय में काफी हद तक रोक कर रखता है जिससे छात्रों के पास विकल्पों की एक सीमित लिस्ट होती है। जो कि उनकी बौद्धिक क्षमताओं के विरुद्ध नहीं हैं अर्थात वह सिर्फ अपनी स्ट्रीम की जॉब के बारे में और रोजगार के बारे में सोच सकते हैं।

UGC collaboration with foreign educational institutions: The UGC has permitted collaboration of Indian and foreign educational institutions to offer three different types of degree programs dual joint and twin degrees to students from India and abroad.

 As per the new rules students can get admission in three types of degree programs

 (1) Dual (Both the colleges offer degree in the same subject)

 (2) Twinning (where a part of the course is completed abroad with an upper limit of around 30 to 35%)

 This policy is aimed at high school students who are often unsure about which stream to pursue higher education be it Science or Mathematics or Literature.  In fact, Indian society and culture have a somewhat exclusive focus on science and mathematics, which largely restricts the utility of education and potential benefits to employment, leaving students with a limited list of options.  .  Which is not against his intellectual abilities i.e. he can only think about his stream job and employment.
